This means that when the person tries to pull a gun, it is his first warning which can lead him to a minimum of 10 years in jail, however, if they try to use the gun, then, they will get a minimum of 20 years in jail, and if they try to shoot someone, then, most probably, they will spend their whole lifetime behind bars.
